This books is very sad. A bit hard to get into, it deals with a future when Earth has become overpopulated. People are living in space stations like the one on the cover. There is a contrast between the new generation, which is trying to grow and make room for itself, but has no space to develop, and the older generation, which contains the lore, history, and culture of old earth. Various diplomats are trying to come up with a solution to solve overpopulation, but because the problem has gotten so bad, it is not enough to limit couples to only one child. There is now the possibility that older people (over age 50) will have to be euthanized, according to a lottery system. The novel's protagonists are trying to find an alternate solution but there is immense political pressure to go ahead with the (extremely barbaric and evil) lottery system. Basically the process is at a standstill. Never during the novel are the politicians' constituencies consulted; it is assumed that they live on the chaos and misery of old earth and they are either beyond reach and/or it is too late for them. We get a glimpse at the lives and motivations of different political actors, but they are never really developed. (Perhaps the author was under time constraints?) In this cynical world, the redeeming feature seems to be the bond between an older politician, perhaps the man on the cover, and his love interest, a delegate from an African nation. Their secret tryst is a counterpoint to the political manipulations, cynicism, and impending sense of doom that hangs over the colony. I wish that the love story could have been further developed. I would say it has a lot of relevance for today's day and age. One problem that the author may have faced was lack of support, as Ace books was suffering great financial difficulty when the book was published. One hopes that he could have gone to another publisher, such as daw, as many of ace's other writers did.
